Causes of rainstorm in Haihe River Basin

The flood caused by heavy rain on July 29, 2023, known as the "Haihe 23.7 Basin Major Flood", is worth every Chinese person's consideration. The flooded capital of China represents the wisdom of Chinese people in water management. Will local people rebuild their homes like they did when dealing with the July 21 flood? To predict the next flood, it will definitely not be as big as this. This once-in-a-century flood will definitely happen a hundred years later, and future generations will have their own blessings.

On July 21, 2012, this day will be unforgettable for all the people of Laishui forever! In a extremely heavy rainstorm, roads and bridges were destroyed, houses collapsed, farmland was flooded, mountains and rivers were broken, power and communication in some towns were paralyzed, Yesanpo Scenic Area was also forced to temporarily close, the maximum rainfall in the county reached 286.4mm, the affected population reached 212000, and the direct economic loss was more than 4 billion yuan.

Only 10 years have passed, and the same disaster has been replicated again, even with greater losses than the previous one.

This "Haihe 23.7 Basin Major Flood" basically coincided with the heavy rain on July 21, 2012, but the rainfall increased by two levels this time. Why is there so much precipitation in this area? If the heavy rainfall this time was caused by Typhoon Dussuri, then what is the reason for July 21st? What is the reason why rainstorm often occurs for a long time in Zhangmo Township?

Without understanding the geological structure and climate of this region, corresponding flood control measures cannot be taken, which is due to people's insufficient understanding of floods. Always use experience to judge floods.

Features of North China Plain:

Earthquakes occur frequently, with major earthquakes occurring in recent decades including the Xingtai and Tangshan earthquakes.

The century old major earthquakes in China, including the Yingxiu Town earthquake in Wenchuan County, the Diexi Town earthquake, the Huayang County earthquake, the Xingtai earthquake, and the Tangshan earthquake, are all located on the extension line of the Longmenshan fault zone, with a light blue line in the figure. The heavy rain on July 20th in Henan, the heavy rain on July 21st in Beijing, the 237 floods, and the floods in Heilongjiang are all located on this fault zone.

The earthquake that occurred from July to August 2023 occurred at 2:33 am on the 6th, and a 5.5 magnitude earthquake occurred in Pingyuan County, Dezhou City, Shandong Province. Four earthquakes occurred on the fault zone between Türkiye and Shandong Peninsula within 24 hours, including five major earthquakes. The Tancheng earthquake, Huayang earthquake and Fukushima earthquake are not far away from this fault zone. On August 9, 2023 (Beijing time), two earthquakes occurred along the Atush to Yibin fault zone, and the lightning and rainfall zones were also distributed on this fault zone. Is it just a coincidence? The place where the earthquake occurred highly coincides with the place where the rainfall occurred.

At 14:00 on August 5, 2023 (Beijing time), two streams of water vapor will emerge from the fault zone between Chayu County and Wafangdian City, and will spread along the fault zone for a long time. At the intersection with the Erenhot the Taihu Lake Lake fault zone, that is, the plain earthquake point, no water vapor will emerge. The two streams of water vapor will converge to the plain, indicating that there is no water underground on the Erenhot the Taihu Lake Lake fault zone. When the fault zone between Chayu County and Wafangdian City opens, the sea water in the Bohai Sea enters the fault zone, The water from Sanmenxia Reservoir simultaneously enters the fault zone and emits water vapor when encountering hot and dry rocks. At 14:00, the sun's tidal force opened the surface of the fault zone. Twelve hours later, the sun reached the back of the earth corresponding to the North China Plain, which was also the sun's tidal force. The fault zone on the surface of the plain closed, opened at a depth of 10 kilometers, and rocks fell, hitting the bottom of the fault zone, forming the first 5.5 magnitude earthquake. Then, rocks fell at a depth of 9 kilometers, hitting the first falling rocks, which is why the source became shallower and shallower.

Earthquakes and rainfall are natural phenomena generated by fault zone activity. You definitely don't understand, just to prove that I'm not just talking casually. I observe, record, and study the changes in nature every day and year, and it's not just a sudden idea to deceive everyone.

2. Haze is frequent. The North China Plain is the center of haze in China, and Xinxiang to Fangshan is the center of the center. People believe that it is the PM2.3 emitted by enterprises. Is the enterprise here emitting the largest amount of pollution? After the closure of polluting enterprises in Handan, why is the haze here still the center of China? Where does water vapor come from during the dry season, which is foggy? Corporate pollution discharge is the last straw that crushes camels.

Most of the haze comes from underground cracks, which are a type of volcanic ash.

The haze in China has a clear boundary, with the Xinjiang Taipei fault zone as the boundary. Why is this happening? Why is the Nujiang to Heilongjiang downstream fault zone cut off by the Xinjiang Taipei fault zone? The place where haze occurs is also the place where heavy rain and floods have recently occurred.

The haze in China has always been on the line from Urumqi to Taipei and the line from Chengdu to Harbin. The occurrence of haze indicates that this fault zone is active, and at the same time, this fault zone contains magma chambers or dry hot rocks, which also catch up with groundwater entering. If someone burns straw at this time, it is considered that straw has caused trouble. If the enterprise releases PM2.5, it is only the last straw that will crush the camel. Can preventing people from burning firewood for cooking, heating, and blocking stove holes reduce haze?

The haze in India and the haze in China appear almost simultaneously or one after another on the same line. Because volcanic ash from an underground magma chamber emerged from the same fault zone.

3. Groundwater Funnel Group: All groundwater funnels in China are concentrated here, which is believed to be the cause of groundwater overexploitation. Groundwater exploitation is the last straw that collapses camels, and it is the magma chambers and hot dry rocks that dry up groundwater at high temperatures. Drought causes soil to dry, crack, and contract, and small cracks compress to create large cracks, which is like tolerance accumulation. With large cracks, the soil blocks at high altitudes will slide towards lower altitudes, and the impact after this landslide is an earthquake. The Xingtai earthquake is a post drought earthquake. Floods come for water control, earthquakes come for earthquake resistance. Can we manage them together to eliminate the constant changes of drought and flood, that is, earthquake resistance. By replenishing groundwater for a long time and preventing drought, we can prevent the occurrence of drought earthquakes.

4. High temperature: From March to August each year, the highest temperature in China first appears near Shijiazhuang, sometimes even higher than the temperature in Turpan. It's not because the sun shines the most here, nor is the soil absorbing heat here, but because geothermal radiation is the strongest.

At 13:00 on March 9, 2023 (Beijing time), the place with the fastest temperature rise in 2023 is southern Hebei, the groundwater funnel area, with temperatures reaching 28-32 degrees Celsius, higher than those in southern China. Take a look at the temperature records in China. How many days are there in southern Hebei with high temperatures each year? In July 2023, temperatures in many places in Beijing, Tianjin, and Hebei broke historical extremes, indicating that there is a huge underground heat source and the energy of uplifting hot air is enormous. Once the groundwater encounters a huge high-temperature dry hot rock, there is a lot of water vapor emerging, and the rainfall is huge. The heavy rain on July 20th in Henan is a continuous uplifting of hot air, and the hot air there also comes from geothermal energy. Why is the global temperature and seawater temperature increasing? Who cares? This means an increase in extreme weather conditions. The 237 flood is an enhanced version of the 7.21 heavy rain.

5.Intersection of fault zones: South Hebei is the intersection of multiple fault zones. The fault zone from Lhasa to Changchun passes through the heavy rain of 237 and 7.21 in Beijing, 7.20 in Henan, and the flood stricken area of the Songhua River and Mudanjiang River; The extension line of the Longmenshan Fault Zone passes through here; Groundwater, like seawater, has tidal power. When the water level is high and low, it enters the fault zone and comes into contact with hot and dry rocks, and is heated into water vapor. High temperature and high pressure water vapor seeps out of the surface and rises to high altitude. After condensation, it rains, causing hot air to rise. The rising humid air condenses and forms rainfall. As long as high-temperature water vapor continuously emerges from the underground, it will continuously rise, The heavy rain keeps pouring down, which is the reason for the formation of heavy rainfall.

On November 20, 2018, the China Meteorological Society recognized that Zhangma Township, Neiqiu County, Xingtai City, Hebei Province, was rated as "the extreme value center of continuous rainstorm in Chinese Mainland". From August 2 to 7, 1963, Zhangma Township set the extreme value of rainstorm with a continuous rainfall of 2051mm for seven days. And the rainfall this time also reached over 800 millimeters, second only to the seven day rainfall in August 1968. Why does Zhangmo Township have a heavy rainfall when it is also the water vapor sent by Du Suri? It is related to the geological structure of Zhangmo Township, where there is a lot of high-temperature water vapor emerging underground and a lot of uplifted hot air. There are many karst caves in Shidu Town, and the Shihua Cave in Fangshan is a visible passage connecting underground dry and hot rocks. It is a passage for surface water to flow downwards. When encountering dry and hot rocks, they become water vapor, which is also a passage for water vapor to emerge. The water depth and pressure are high, and the pressure of water explosion is very high. It cannot be returned by the original way, but will emerge through cracks in the soil, looking like fog.

This is the weather in Kowloon Town on July 31st. It's such heavy rain, not black clouds rolling, but gray white clouds, white like smoke, layer by layer, once on the water surface, one layer of mountains, and one layer of sky. It's like freshly opened soda, and water vapor is coming out of the water. If it is the condensation of water vapor in the air, it will not be layer by layer, but a fog that stretches from ground to sky.

On September 31, 2023 at 12:00 am (Beijing time), the satellite cloud image showed a unique and particularly white cloud pattern in the northwest direction of Baoding City. Why is it so white? Why aren't there such white cloud patterns in other places?

On August 5, 2023 at 12:00 am (Beijing time), the cloud patterns in Jize County and Jingxian County are unique. Looking at these textures, they are static textures, not formed by the flow of cold and hot air. They must have emerged on the spot as they tumble. It's still far from the mountain area, and there's no mountain uplift. Why is it tumbling? Two clouds happen to be on the fault zone connecting Lhasa to Wafangdian.

Looking at the actual precipitation map in July, the rainfall zone with the largest precipitation is in the Erenhot the Taihu Lake Lake fault zone, the 237 heavy rain is in the Erenhot the Taihu Lake Lake rainfall zone, and also in the Nujiang Songhua River downstream fault zone. It is at the intersection of two fault zones, that is, the water vapor under the two fault zones can converge to Beijing Tianjin Hebei.

On July 29, 2023 at 19:00 (Beijing time), the Chinese rainfall belt was just a point on the global rainfall belt. Dussuri's final path was on the Huangyan Island to Erenhot line, also on the northern fault zone from Iceland to the Antarctic Peninsula, and also on the Persian Gulf to Aleutian Islands fault zone.

On July 31, 2023 at 0:00 (Beijing time), global rainfall is mainly distributed on the northern line from Iceland to the Antarctic Peninsula, which remains stationary for a long time (several months) and is not affected by wind and terrain.

On July 21, 2023 at 17:00 (Beijing time), the last path of Du Suri is on the line from Huangyan Island to Erenhot. This fault zone often has neat rainfall zones, even when there are no typhoons, as long as there is groundwater entering the fault zone, water vapor will emerge, and the temperature and flow rate are appropriate to form rainfall. Otherwise, dry and hot winds will form, causing drought.

At 17:00, there was a 13 level instantaneous gale in Yuxian County, which came and went without trace, just on the Erenhot the Taihu Lake Lake fault zone, and also on the Poyang Lake Kangbao County fault zone. The distance from Jiulong Town and Sanpo Town is very close, indicating that there are still residual heat sources underground in the 237 flood stricken area, and the water source is insufficient. If there is enough water, what emerges is not strong wind, but continuous water vapor, which rises to high altitude and condenses to form rainfall. This is a composite image of 13:00 and 17:00,

On August 28, 2023, at 17:00 (Beijing time), a larger view of strong winds in Yuxian County.

The 24-hour rainfall map from 8:00 am to 8:00 am on September 8, 2023 (Beijing time) shows that the rainfall in Mentougou and Fangshan is still the largest area in North China, and the rainfall belt is a standard rectangular shape with neat edges, parallel to the line connecting Lhasa to Changchun? Is every rainfall belt in this direction? The 237 flood was caused by Dussuri, what is the reason for this one? If you want to know the rainfall patterns in China, the website has a dedicated article explaining "rainfall principles", completely overturning the explanations in textbooks.

How to design water conservancy facilities without understanding the local geological structure and climate? If people in the Haihe River Basin agree with my clever move and will publish related papers, no one will be interested and bid farewell to it. This article focuses on the design of water conservancy facilities for flood control.

After July 21st, how did the locals repair flood control facilities, widen, deepen, and reinforce the river channels? If this method is feasible, there will be no 237 floods. How will they improve the flood control and water conservancy facilities in the Haihe River Basin in the future? The postgraduate entrance examination is not only about the local people's water management ability, but also about a country's water management ability. The capital is flooded every ten years, which is the wisdom of China? The Ministry of Water Resources is nothing more than repeating old tricks, and generations of water conservancy workers have been doing this for water management! What new policies will there be? Will there be a global solicitation of water control measures? If soliciting, there must be a threshold, and people like Chen Huang are definitely not qualified to apply. Chen Huang's article moved Jin Fu. If I build a website, will Bole see it?

Characteristics of Floods in the Haihe River Basin

  1.  The elevation of the middle and lower reaches is low, with a small drop from the sea surface. The flood flow rate in the middle and lower reaches is slow, the flow rate is small, the flood discharge is slow, and the time is long. The embankments are soaked for a long time, which is easy to break. The accumulated water in farmland and villages does not recede for a long time, making it impossible to restore production, replant crops, and rebuild homes.

On August 13, 2023 at 10:00 am (Beijing time), the flood level in Taitou Town was 5.8 meters, with a drop of 2-3 meters from the sea level and a decrease of 0.2 meters from the highest water level. That is to say, the water head height during flood peak is only 0.2 meters, and the effective flood channel is only 0.2 meters deep. The clear flood is almost stationary, and such a slow flood discharge takes a month to complete the storage and detention area. Doesn't it need improvement?

  1.  The difference between the high altitude in the upstream and the large drop in the middle reaches: the flood flows rapidly and has accumulated water in the middle reaches for a short period of time, causing the embankment to overflow near Zhuozhou City, inundating farmland and villages, and can only be used to abandon the soldiers and protect the commander, and discharge the flood into the flood storage and detention area.

The flood from the upstream of Lugou Bridge destroyed the Xiaoqing River Bridge, indicating the enormous kinetic energy of the flood, which is in stark contrast to the shy flood in Taitou Town. This huge amount of kinetic energy has been wasted in vain, which is that it is difficult to recover. Is it feasible to use this turbulent kinetic energy to drive downstream floods to flow down?

At 12:00 am on August 13, 2023, satellite photos showed the Juma River, Daqing River, and Duliujian River in the Haihe River from Zhuozhou City to Tianjin. After the flood, the Juma River and Baigou River turned brown, while the Zhaoyuxin River and Daqing River had broad water surfaces and turned black. Can this flood be treated? Did you predict such floods during the reconstruction after July 21st? When will the next flood like this come? Is it a lack of money for such a difficult to treat flood? Is there still a lack of solutions?

A Method for Cracking the Formation of Floods in the Haihe River Basin

Separate diversion of upstream floods and direct discharge into the sea: Separate discharge of floods above Shidu Town and Lugou Bridge into the sea to reduce the total amount of flood flowing into the middle and lower reaches, reduce the amount of flood entering the middle and lower reaches of the river, and reduce the chances of embankment breach and overflow; Reduce the amount of flood entering the flood storage and detention area, or even eliminate the need for flood storage and detention areas; The middle and lower reaches of the river only receive local rainwater, resulting in much lower flood pressure.

Adopting high-pressure flood discharge: The upstream flood discharge channel directly into the sea adopts sealed pipelines, utilizing the potential energy pressure of high altitude and large drop in the upstream to drive the flood to flow down at high speed and large flow rate; High pressure and high-speed flood discharge can carry sediment away without dredging the river. The kinetic energy of river flow can also drive the accelerated flow of floods in the middle and lower reaches of the river.

Now when the upstream flood reaches the middle reaches, the potential energy is discharged, and it roams with the middle and downstream floods, wasting the kinetic energy of the upstream flood in vain.

Adopting elevated channel spillway: Currently, there are elevated roads. In order to reduce land occupation, why cannot the elevated road mode be used for flood discharge? The river channel is low-speed flood discharge, and the upper layer is a high-pressure flood discharge channel.

Above the elevated flood discharge pipeline is the expressway, which is the simplest version. This is the Wuhan Yangtze River Bridge style, with mature technology, and only one layer of sealing is needed for the train track. Except for July August, high-speed trains can be run inside the pipeline. Electric locomotives do not exhaust smoke. If you upgrade a

Cost issue of building elevated waterways: The cost of building elevated waterways must be very high, and the country does not have the money. What should we do? Adopting private investment methods.

Integrated construction of multiple projects: The cost of building a spillway separately is high, and the utilization rate is not high. With only a usage rate of more than ten days in ten years, it is definitely not cost-effective. If the spillway channel has other functions, the significance of building it is already there.

Does it make sense to have the irrigation function of transporting fresh water upstream in a reverse direction, transporting fresh water discharged into the sea back along the way, irrigating crops and industrial water along the Haihe River, and solving the serious water shortage problem in the Beijing Tianjin Hebei region. How to elevate the freshwater in Bohai Bay to high-altitude plains ranging from tens to tens of meters above sea level? There are markings in the picture.

During periods without floods, highways can be used to solve the problem of traffic congestion in the Beijing Tianjin Hebei region; There is a lot of smog in Beijing, Tianjin, and Hebei. When it comes to foggy days, highways are closed; Seal off the road on icy and snowy days; Driving in a closed flood discharge channel is not afraid of haze, ice and snow covering the road surface, and is not afraid of satellite photography, which has important military applications.

Developing together with real estate: Multiple buildings can be built on top of flood discharge channels, such as schools, hospitals, warehouses, logistics, breeding farms, residential buildings, exhibition centers, etc. Houses built in Beijing and Tianjin, where land is precious, have a high return rate. At the same time as developing real estate, the flood discharge channels are repaired without the need for national investment. As long as the country implements a policy that allows the construction of buildings on river channels, For what purpose, strict management should be implemented, and it is not allowed to discharge pollutants into the river. Buildings should be built in different places along the river. Jinan once built a shopping mall on the Xingji River, but I don't know why it has been demolished now. We should learn from it to avoid wasting money and labor. Multiple departments need to work together, with the Ministry of Water Resources planning and mapping, the Ministry of Housing and Urban Rural Development issuing property certificates, and the Ministry of Transportation planning routes to avoid dead ends. State Grid plans circuits, network companies solve sealed space network coverage technology, the Ministry of Defense deploys defense cables, missile transportation, and gas companies deploy energy transmission. The more projects involved, the lower the cost. Planning and designing logistics and warehousing deployment in advance to reduce logistics costs can attract logistics and warehousing enterprises to move in. According to functional zoning and reasonable deployment, it is convenient for management and transportation, without the need for secondary decoration, and to eliminate waste. Deploy ecological corridors, reserve nests for wild animals, facilitate fish migration and spawning, and reserve habitats for migratory birds. The project aims to build a flood discharge channel along the north bank as much as possible, allowing the river water to be exposed to more sunlight, which is conducive to the spawning and hatching of aquatic, land, and air amphibians. It should also not obstruct the lighting of northern crops, and summer shadows should prevail.

Construction of the Bohai Bay Freshwater Reservoir: The average depth of the Bohai Bay is 12.5 meters, with an area of 15900 square kilometers=159000000 square meters * 12.5 meters=19875000000 cubic meters=19.875 billion cubic meters (approximately 20 billion cubic meters).

① The annual average runoff of the Yellow River is 44 billion cubic meters (at Huayuankou Water Culture Station near Zhengzhou) The average annual runoff of the Haihe River system is 21.16 billion cubic meters. After the construction of the Haihe River gate in 1958, the runoff sharply decreased, with an average annual runoff of only 710 million cubic meters The Ji Canal is a storage and discharge channel with an average annual runoff of 740 million cubic meters from 1922 to 1957. After the construction of the gate in 1958, the annual runoff was 66 million cubic meters.

The annual inflow of fresh water from the Yellow River, Haihe River, and Ji Canal into the Bohai Bay is 45 billion cubic meters, ensuring that the Bohai Bay has fresh water throughout the year is not a problem. From July 31, 2023 to 16:00 on August 12, 2023, three rivers located in Tianjin, including the Duliujian River, Yongdingxin River, and Ziyaxin River, discharged over 2.4 billion cubic meters of flood in the Haihe River basin. 170 West Lakes, with an estimated total flood volume of 3 billion cubic meters. A flood of 3 billion cubic meters of fresh water was poured out and wasted in vain, followed by the labor-intensive South to North Water Diversion.

The first phase of the 7-year South to North Water Diversion Project has transferred over 44.1 billion cubic meters of water to the Henan Hebei Tianjin Beijing region.

About 7 billion cubic meters flow into the Beijing Tianjin Hebei region in a year, which is equivalent to a flood in 2023. How high is the cost of one cubic meter of water for the South to North Water Diversion Project? The cost of storing one cubic meter of water on site is much lower, and on-site flood storage is more expensive. Why not do it?

Build a dam in the eastern part of the Bohai Bay to separate fresh water and seawater. The pressure on the east and west sides of the dam is balanced, and the dam only serves as a partition and sealing function, with low cost and easy construction. No immigration, no land occupation, no embankment breach, the reservoir capacity is similar to the Three Gorges Reservoir, and the cost is much lower, which can completely solve the water shortage problem in Beijing Tianjin Hebei; Thoroughly solve the problems of subsidence, seawater backflow, groundwater salinization, and land salinization caused by groundwater loopholes in North China.

Build a dam in the Bohai Bay, which can open to traffic and shorten the transportation distance along the Bohai coast; Deep water docks can be built on the dam, allowing large ships to dock in the Bohai Sea and quickly load and unload goods. A large number of container storage yards can float on the surface of the freshwater reservoir in Bohai Bay, solving the problem of container storage and reducing storage costs.

The connection between the dam and the offshore oil and gas extraction platform facilitates oil and gas transportation, electricity transmission, and reduces the cost of oil and gas extraction,

The suction at the water inlet is huge and very dangerous, requiring protective covers and filters, making it difficult to pull down the sucked garbage,

Construction and Management Standards for Haihe Flood Discharge Elevated Project

How many departments does the Haihe Flood Discharge Elevated Project span? Who will take the lead? Who will develop the standards? Who will supervise? Who will inspect? Who will carry out the construction? How will the affiliated buildings and enterprises above be managed and taxed in the future? How to divide registered residence? Are there experts across industries in a certain field? How to connect? Who will design this interdisciplinary comprehensive engineering? Which field of experts will not lead? No effort to please, high risk, not getting paid much, current job is good, who is willing to meddle? There should be officials at the level of Vice Premier of the State Council leading the way, with each department appointing a contact person and establishing a management department responsible for fund and personnel management; There is a chief engineer responsible for constructing the principle framework, creating simulation diagrams, and then various departments review their own design standards and propose improvement plans. For example, the flood gate is a standard of the Ministry of Water Resources, and it is also an entrance and exit for cars. It must also comply with the standards of the Ministry of Transport. How can we change lanes? What is the height between the bridge crossing the river and the bridge deck? Is it too high for water to flow through? Should we use an upper siphon or a lower connector? I am only providing a conceptual functional diagram, which is far from the construction drawing and requires approval, survey, and argumentation from various departments. Why not give it a try when technology cannot be introduced and research institutions have no plans? At the very least, it can inspire experts in scientific research institutions and stimulate them to innovate. Even if it is a science fiction story, the story is plain and there are definitely not many people interested. This should be a fundamental science, disruptive innovation. There has been no integration engineering before, and each department operates independently. It is worth exploring.

Creating a Civilized Smart City Model

The flood discharge elevated residential corridor (area) I designed is a disposable road, which will not be excavated again after the road is built. All pipelines have construction and maintenance entrances and exits. In communities without property management, water and electricity fees are all delivered intelligently, without property fees. All expenses are paid by the government, managed by neighborhood committees, and supervised by the government. Nowadays, property management is a monster of the times, with non government officials having the power to operate and manage, and no one supervising it. It is considered a confused or fake account. Real estate developers sell properties at will, and residents are a mix of fish and dragons. If people of different civilization types mix together, there will be disturbance to the residents. If there is no one to manage the disturbance, there will be conflicts between neighbors, and friends will become enemies. Residential houses on elevated corridors cannot be sold at will. The design specifies the type of residents, which is supervised by the Civil Affairs Bureau. Only developers who sign agreements with the Civil Affairs Bureau can build them. Each residential type is designed by the Planning Bureau, which is compatible with the employment of industrial parks, kindergartens, hospitals, and nursing homes, reducing the commuting distance of residents and reducing pedestrian traffic on the road. Residents have the right to reside, cannot decorate, cannot change their housing facilities, cannot stack garbage bags at the entrance, cannot disturb residents, sign a good faith agreement upon check-in, expel them from the community after three warnings, refund according to the agreement, blacklist them for dishonesty, and make an online announcement. Rich people without civilization cannot move in, high education without civilization cannot move in, adhering to public morality is the bottom line, relying on moral conscience to restrain residents, not relying on legal sanctions to deter residents. Doctors live around hospitals, teachers live around schools, and vendors spend their mornings and evenings together, making it more convenient for business dealings. They are colleagues at work and neighbors after work. Neighbors share a common profession and language, with fewer conflicts, resulting in a harmonious society where things gather and people live in groups. Finding a partner for children is also a matter of family, and it will be convenient to take care of the elderly in the future. The previous compound and dormitory were both very harmonious and memorable, because the father generation was a colleague and the son generation was a classmate. They were of the same family, with no wealth gap or discrimination, which was a bit contradictory and hindered the situation. Strange neighbors may become bigger and conflicts escalate. Is there a profit if eggs and stones are transported together? Meng's mother moved three times in order to have a good neighbor. Today, no one wants to have a comfortable neighbor. Is it true that you can choose neighbors when buying a house? Only corrupt officials are unwilling to let their colleagues be neighbors to supervise themselves, how can others give gifts? Oh, in the era of the internet, giving gifts may not necessarily come to your doorstep.

It sounds like a fantasy, but upon closer inspection, it is an ideal home. We have the blueprint, please take the seats for like-minded neighbors. Such a harmonious and warm home is beautiful when you think about it. This is my land of thousands, where the people are wealthy and knowledgeable.

The Three Gorges Reservoir has flooded a large amount of farmland, and the Bohai Bay Reservoir does not occupy farmland; The investment in Three Gorges immigrants is large, and the resettlement cost is high. The Bohai Bay Reservoir does not have resettlement, and it can also accommodate immigrants from flood storage and detention areas; There is no risk of embankment breach; Solve the problem of slow flood discharge speed; Solve the problem of downstream dam breaking in Taitou Town; Solved the problem of flooding in low-lying areas like Zhuozhou City; Solved the problem of frequent flash floods in Jiulong Town, Shidu Town, and Sanpo Town; Solved the problem of farmers being flooded in flood storage and detention areas; Solved the problem of seawater backflow and salinization of farmland; Solved the problem of water shortage in North China, solved the problem of groundwater funnel and ground collapse; Solved the problem of highway sealing in foggy and snowy weather; Solved the transportation difficulties along the Bohai coast; Solved the problem of deepwater docks; Solved the problem of offshore energy extraction. Small national investment drives the participation of private capital and solves financial problems. Without occupying farmland: increased flood discharge and speed, resulting in an additional 20 billion cubic meters of fresh water reservoir.

In the era of market economy, water management has also become market-oriented, and wealthy people do not know how to build water conservancy projects. Buying a house in a place without floods is more worry free. Where do people in floods go to buy a water control plan? Where can folk sciences sell their wisdom in the market era? I hope you not only see the clever ways to control water, but also a buried scientist. In the market era, people value gold and cannot see the fingers that turn stone into gold. This is just the surface of water control, which includes more basic science. Is there a chance to implement it? It can also be said that the 237 flood is a product of market science. Where is the market for water management science?

In the market era, without government approval, building projects on rivers is illegal, and it is ultimately the government that decides to start the project. In the future, this project will become a symbol of an era, a landmark of a place, and it depends on who has the ambition to do big projects.
